super bowl week for the city. we spoke with fans right after that 34 minute power outage inside the stadium. they reiterated what the mayor was saying, this does not make the week a bad week, it is not an embarrassing moment. they felt like it was a great week. this was just an otherwise unfortunate incident that happened, roger goodell commented this morning in a press conference, this does not affect new orleans wanting to host another super bowl. they would like to have this game come back for 2018 to coincide with the anniversary of the founding of new orleans as a city. michael holmes, at this point, it doesn't look like we know much more than an abnormality is what they are calling it. >> joe, a lot was made of the fact the players had to wait. i guess they cooled down and the like. might have affected their game. what's being said about the difficulties they face? because really the game did change after this happened. >> reporter: without a doubt it changed. all of the momentum went to san francisco's side

the city saw hundreds of thousands of tourists come to the city because of this game. cnn's rachel nichols joins us now. rachel, you were at that game. black eye for new orleans? >> reporter: it's interesting you talk about the breaker. it's kind of what happens in your basement, you go flip up the breaker and put it back in. the abnormality you referred to is about the power feed that comes into the stadium. it registered an abnormality in the amount of power coming in here, flipped open the breaker as sort of an auto shutoff to compensate. officials had to go in and reflick it back and get all the lights around the stadium up. you showed john harbaugh, the ravens coach, looking so heated. here's the inside scoop on why a ravens official told me it wasn't about the power being off and getting the game started. it was when they wanted to restart the game. on the 49ers sideline, their head set, their coaches head sets weren't working. so the officials asked the ravens to turn their headsets off as well to make it a fair advantage. the ravens have a coach up in the box.

out of kansas city, missouri, a teenager is removed from his home after being found hand cuffed in the base. . he told police he'd been hand cuffed since september. now the teen's father, brother and older stepmother are being questioned. casey wian is live. >> reporter: good morning, carol. this is where it happened in this home right behind me. you can see there's a small window there nearly at ground level and that's where police say that 17-year-old boy was handcuffed to a steel support pole, basically handcuffed nearly around the clock since september. the boy told police according to the police report that he was let off of his handcuffs about three times a day for meals and to go to the bathroom. other than that, he was chained inside that basement four months. the father pulled him out of school back in september. police say that the boy appeared very, very fragile, very, very malnourished, his cheeks were sucked in, and they said that he had sort of a desperate, vacant look in his eyes. when police went downstairs into that basement for the first time, the boy's initial reacti
